My dog has a red rash looking area on his neck where his collar was. Any ideas?

He doesn't scratch it and it doesn't seem to bother him and it's not bleeding. I recently loosened his collar and he hasn't been showing any pain when I wiped the area with a damp cloth last night.Today it looked like a scab might try to develop. I'm getting kind of freaked out. Help please!!!!
